Observation

After completing the complaint assessment Licensor Severson determined there was enough information available to indicate, more likely than not, that a supervision violation occurred, as the child was able to access a cutting tool in front of her teacher, that was changing a child's diaper, unaware of what the child had access to, resulting in the child cutting their finger.
